SUMMER AND BUSINESS AS USUAL

I am hoping that everyone has found at least a few quiet moments to enjoy Christmas and managed to reflect, re-energise and prepare for 2017.  It has been a hot few weeks and certainly looks like some parts of the state will have a very busy summer.

As we go into a new year, it would be easy to think that over the past 12 months the CFA and emergency sector has been tied up with just a few major issues.

But while there have been major challenges at the statewide level and attention to CFA issues right up to the Federal level, your volunteer association that is VFBV has been quietly getting on with business as usual in the background.

Volunteer delegates on the VFBV/CFA Joint Committees, and any number of volunteers on working groups and at the District level, have been working on the equipment, training, projects and other issues that make up our everyday representation work for volunteers and Brigades.

As just a few examples of the association’s work over the past 12 months; VFBV has launched its VFBV Multi-Agency Youth Network, another class of VFBV Leadership participants has graduated, a VFBV-advocated partnership with CFA has delivered 10,000 subsidised digital scanners to Brigades and Groups, we have provided practical assistance to Brigades applying for VESEP grants, and we have launched two innovative short videos, the first explaining in simple terms how CFA’s great volunteer surge capacity works, and the second transforming CFA turnout data into a graphical depiction of how Brigades from all over the state contribute to CFA’s ability to deal with multiple major incidents at a time while still protecting every Brigade’s local community.

We have also contributed to the State Government’s Fire Services Review; worked with CFA, DELWP and EMV to increase volunteer participation in planned burning; given assistance and support to the VEOHRC Independent Equity and Diversity Review; provided submission and input to the Fiskville Inquiry; and we continue the work on yet to be resolved issues like presumptive legislation, the role of CFA Groups, chainsaw training, 40 kph speed limits near incidents, new BA acquisition and electrical safety mobile props.

It is very satisfying to note that volunteers have given their association’s work a very strong stamp of approval through the year, with record numbers of Brigades affiliating with VFBV, record numbers subscribing to the VFBV Welfare Fund, record numbers of volunteers taking part in the annual VFBV Volunteer Welfare & Efficiency Survey, and higher levels of activity across District Councils and on our social media sites.

And I’d like to add a final note appropriate to the season.  Summer is here, volunteers are busy in many parts of the state, and we all need to be mindful of safety and wellbeing; our own and that of our fellow members.  So stay safe, look after yourselves and keep an eye out for one another.

 

VFBV VOLUNTEER LEADERSHIP SCHOLARSHIPS - APPLY NOW FOR 2017

VFBV’s Volunteer Leadership Program scholarships will be available again in 2017 and we are now calling for Expressions of Interest from potential participants.

The two 2017 courses will be based in the Euroa (District 22) and Ararat (District 16) areas, they will run from late March to the end of the year, and successful participants will achieve the nationally recognised Certificate IV in Leadership & Management.  Both locations have been chosen based on an effort to rotate the courses across the State, and their location on major highways to make travel to and from those areas as easy as possible for members from neighbouring Districts.

The VFBV Volunteer Leadership Program has already produced over 250 graduates and many are in leadership positions with their agencies, volunteer representative organisations or local communities.  Graduates will graduate with a nationally recognised Cert IV in Leadership & Management (BSB42015).

You can download the application pack from the VFBV website.  We are offering scholarships to volunteers from CFA, Ambulance Victoria, Australian Volunteer Coast Guard, Life Saving Victoria, VICSES and St John.   Nominations close Friday 27 January 2017.

The VFBV Leadership Scholarship course has been designed for volunteers, with a mix of lectures and interactive activities designed to suit the needs of adult students, as well as ample support using distance learning methods.  The course involves 12 units, eight face to face days (six Saturdays and two Sundays) throughout the year, with course work and assignments spread throughout the year.

The course includes units on; leadership, decision making, planning, safety and risk management, team effectiveness, making presentations, managing projects, and engaging the community.

Any questions or queries can be directed to any of VFBV’s Support Officers, and information packs are being posted to all Brigades.

 

COALITION MOVES TO CHANGE CFA ACT

The Coalition parties have introduced a Bill into the upper house of State Parliament, in an attempt to introduce additional protections for volunteers’ rights into the CFA Act.

The Bill is designed to prevent any outside deals that affect volunteers but bypass the existing protections of the CFA Act and the Federal Fair Work Act.

The proposed legislation is listed for debate in State Parliament in the new year, and is worthy of support from all Members of Parliament.  We encourage volunteers to raise the issue with local MPs – talk to your VFBV State Councillor if you need advice.

The explanatory notes included with the Bill say it would make minor adjustments to the CFA Act “to protect volunteers from the implementation of any deed, agreement or arrangement that may have adverse effects on the volunteer firefighters across the state.”

The notes also say: “Deeds, agreements and or arrangements to commit the CFA to implement clauses, which would otherwise be subject to approval by the Fair Work Commission (FWC), is not compliant with the principles of the Volunteer Charter. This amendment will ensure the CFA Act 1958 supports the integrated model of fire fighting in Victoria, a volunteer organisation with support from career staff.”

 

ENGAGING DIVERSITY WITH DELEGATE DEVELOPMENT

VFBV will soon offer more than 100 Brigade Delegates, BMT members and other volunteers a nationally recognised training course in skills for volunteer representatives.

The course will offer modules that go towards Cert II in Public Safety (Firefighting Operations) and Cert III in Public Safety (Community Safety).

Participants will develop practical skills in understanding the structure and communications channels of VFBV and CFA, the Delegate’s role, communication skills and problem solving skills.

The newly developed course will involve two full day sessions several weeks apart, and each participant will work with a more experienced volunteer as a mentor.

The course will be free to all participants, details will be posted on the VFBV website in January, and volunteers interested in taking the course should discuss it with their District Council executive or their VFBV Support Officer.

 

DIGITAL SCANNERS AT COST PRICE

 

We are still receiving enquiries from members about digital scanners, and we have good news for everyone still needing a scanner.

Digital Scanners are still available at cost price - $446.75 plus postage and handling - which is hundreds of dollars below retail, and CFA is still accepting orders from Brigades, Groups and individual members.

The digital scanner subsidisation program was advocated by VFBV and run in partnership with CFA, and has been an overwhelming success since it began in October 2015.   Over 10,000 digital scanners have been delivered to over 1,000 Brigades and Groups, with savings to members adding up to over $3 million dollars.

VFBV MULTI-AGENCY YOUTH NETWORK

The VFBV Multi-Agency Youth Network now has active groups in 20 Districts, including 16 where young members, the Champions – experienced local volunteers chosen to assist and mentor them – and VFBV District Council representatives have begun work on recruiting young volunteers and discussing issues and suitable projects.

Districts 4, 5, 6 and 22 are still seeking Champions and all Districts are looking for more young volunteers – if you’d like to get involved, talk to your VFBV Support Officer or call Chris Fryer in the VFBV office on 9886 1141.

In District 12, young volunteers taking part in the VFBV Multi-Agency Youth Network, supported by the VFBV District Council Executive, are to begin work on a new smart phone app.

The app will create a register of volunteers matched with their skills, qualifications and attributes, and will be accessible by other members, making it easy for them to get in contact with volunteers with particular skills and capabilities.

Looking for a volunteer who has expertise in a particular Brigade skill?  Or perhaps a volunteer who is a local plumber or garden contactor?  Consult the app.

The VFBV Multi-Agency Youth Network in District 12 has also had success with new members from VICSES.  Three young SES volunteers have joined the Network and are now working to recruit more young volunteers from their agency.

In Districts 9, 10 and 27, young volunteers are working together to create an interconnected CFA paging system using mobile phones instead pagers.

The app and pager projects are part of a theme that is building up among the young members of the Youth Network, the need to make better use of modern technology.

PLANNED BURNS AS TRAINING

For many years now VFBV has been advocating for a more holistic approach to planned burning, and for CFA to promote the training advantages of participating in planned burns.

The VFBV/CFA Joint Community Safety Committee has been very pleased to observe that recent planned burns have developed into exercises, not just in fire behaviour and fuel load interactions but also extend to learnings in weather behaviour, impact on flora and fauna, bush heritage and Indigenous fire management practices.

The camps are very practical ‘hands on’ for all involved, each participant is specifically tasked with both coaching and mentoring roles, allowing involvement by volunteers across all aspects of the planned burning.

Recent burn camps also saw attendances from Traditional Owners, Trust for Nature (landowners) bird scientists, along with DELWP, plantation owners and CFA paid staff. The attendees worked well together and contributed experience and expertise, building valuable relationships and creating an atmosphere of co-operation in complex burn scenarios.

These camps offer a great opportunity for volunteers to train in realistic settings and gain extensive firefighting experience. The Joint Committee has requested CFA produce a brochure which clearly explains and illustrates upcoming Burn Camps to Brigades.

 

CHAINSAW TRAINING

The VFBV/CFA Joint Training Committee continues to advocate for much greater access and support for members to attain chainsaw qualification and training.

Despite two Mobile Chainsaw Training trailers developed through the Mobile Prop Project back in 2015 to add additional capability for members to access chainsaw training, a UFU grievance over the training package, equipment and trailer use and design has resulted in a yearlong ban on paid instructors using these trailers to deliver any chainsaw training, resulting in the widespread cancellation of CFA planned courses for volunteers.

CFA advises that the IR issues are now close to being resolved, and has confirmed that there are no IR restrictions that relate to volunteer trainer and assessors accessing, towing and using the trailers.

Whilst disappointed that Brigades are currently unable to access paid support and delivery of chainsaw courses through CFA’s training pool, the Joint Committee has requested that CFA increase the number of endorsed volunteer trainer and assessors to deliver this training, so that Brigades can access this vital training.

CFA has agreed to streamline and prioritise volunteer access to the new trailers, equipment and training package, as well as investigate an Expression of Interest process for subject matter experts to be identified and endorsed for volunteer training and delivery.

 

2017 CHAMPIONSHIPS

Over 900 competitors are expected at this year’s VFBV State Urban Championships, with 59 senior teams and 74 junior teams entered.

With Bendigo hosting its 30th urban senior championships, there will be a limited edition commemorative medal for every competitor, free entertainment in the Bendigo CBD after the torchlight procession, and a spectacular display of Chinese lion dancing.

  • VFBV State Urban Junior Championships - at Tatura, on 25/26 February 2017
  • VFBV State Urban Senior Championships - at Bendigo, on 11 to 13 March 2017
  • VFBV State Rural Championships - at Wodonga on 1 and 2 April 2017

Members can order units for $446.75 plus postage and handling, while stocks last.  

 

The Digital Scanner subsidisation program advocated by VFBV and run in partnership with CFA has been an overwhelming success since it began in October 2015.

So far, 10,478 digital scanners have been ordered and shipped to Brigades and Groups across the state.  The subsidy budget, and the savings to members, represents over $3 million.

More than 970 Brigades and 80 Groups have placed and received their Tier 1 & 2 orders, and Tier 3 is still under way.

Under the Tier 1 program, every Brigade was entitled to a minimum of eight units at the subsidised price.  On average, Brigades ordered 3.5 units under Tier 1, and Groups took up one of their guaranteed minimum of two units.  Under Tiers 1 and 2 members paid $150 for a scanner, with the subsidy budget paying the other $296.75

Digital Scanners – Tier 3 Orders Open

Brigades have now been notified of their successful orders for digital scanners under Tier 2 of the subsidy scheme, and have until 15 May to pay for their scanners.

The subsidy scheme has been a great success, and more than 1,000 Brigades and Groups have received subsidised digital scanners under Tier 1 and 2 orders.

All of the subsidised scanners have now been allocated, but you can order additional units at cost price – still well under retail - under Tier 3 of the program, which is open until 30 June 2016.

Great News on Digital Scanners

A successful VFBV/CFA bid for additional funding means all Brigades and Groups that applied for any leftover digital scanners under Tier 2 of the subsidy program will now get as many as they requested at the subsidised price.

A phenomenal 994 Brigades and 81 Groups have responded to the Tier 1/2 program which closed on 15 January, with over 7,000 units ordered under Tier 1 alone. CFA has advised that they have completed shipping of all Tier 1(A) orders (the first three scanners to each Brigade), with the remainder of Tier 1(B) orders (up to five more) to be finished shipping by the end of March.

VFBV has again agreed to take on the ordering logistics for the Tier 2 program, and will coordinate payments from Brigades/Groups on behalf of CFA, just as we did for the Tier 1 program. CFA will continue to manage the purchase and shipping of the units.

YOU MUST TAKE ACTION BY 15 MAY

Each Brigade or Group will receive confirmation of their Tier 2 order via email, along with instructions and next steps. You are reminded that Tier 2 orders were binding, and as such the units have been ordered from the manufacturer. Please be advised that Brigades and Groups have until 15 May 2016 to pay for their orders, and you are encouraged to return payment ASAP, as orders will be shipped in the sequence that payment is received. As there are still long lead times from when CFA places an order with the manufacturer to when they are available in the country, the quicker your payment is received, the earlier you will receive the units.

CFA Digital Scanners - ORDERS NOW CLOSED

ANNOUNCEMENT 16 October: On behalf of CFA and VFBV it is with great pleasure that we announce the availability of CFA’s new Digital Scanners.

As you are more than likely already aware, CFA and VFBV through the Joint Communications & Technology Committee and CFA’s Business Services Team have been diligently working on a replacement Listening Set since 2010, with the knowledge that as CFA’s radio network transitioned to digital frequencies on the P25 digital network, almost all current analogue listening sets and scanners being used by members would become redundant. Acknowledging the significant expense that new digital capable devices represents to members, and the important role they play in many Brigades, we have been jointly working on not only a replacement scanner, but a subsidization program that would assist members with their replacement.

After an exhaustive tender, trial and selection process, the Uniden UBCD436-PT digital scanner has been selected. This will be amongst one of the first scanners available in Australian that support P25 Phase 2 digital communications, which future proofs the device as Victorian Emergency Services transition to Phase 2 P25 in the future. The scanner is backward compatible, is capable of receiving analogue and current Phase 1 P25 digital radio traffic and will come preprogramed with the current CFA/DELWP radio channel plan.

As this scanner is not currently available via retail channels, and is being manufactured and sold exclusively to CFA members before a public release next year – retail pricing is not yet available, however it is expected to retail within the $500 – $700 per unit range.

In order to provide Brigades with equitable and fair access to these units, CFA and VFBV have developed a subsidy program that will provide all brigades & groups access to a limited number of heavily subsidized units. Through a combination of project funding and a successful joint CFA/VFBV application to the VESEP program, $3 million dollars has been set aside to subsidize units for members. To ensure equitable access to this funding, brigades will have access to a guaranteed minimum of 8 units per brigade at a one off subsidy price of $150 per unit, plus postage and handling, with the subsidy budget picking up the difference. ($296.75) This effectively represents an approximate 70% discount for members. Groups will be provided with a guaranteed minimum of 2 units per group.

The 8 units per brigade, and 2 units per group will be reserved and put aside for brigades/groups to access. You will have 90 days to claim and order/pay for your reserved units at the heavily discounted price, and they will be dispatched as per the attached schedule as orders and payment are received. At the end of 90 days, any units that have not been taken up will then be re-released into the general pool, and will be equally allocated to brigades and groups based on their 2nd Tier pre-orders. If there are any remaining units, these will then be advertised, and made available to individuals on a first in first served basis until all remaining units have been exhausted.

Once the subsidization budget runs out, (expected early 2016) additional units will be made available to individual members at a cost price of $446.75 plus postage and handling.

As these units are being manufactured by Uniden exclusively for CFA, there are long lead times on orders placed with the manufacturer. Units are being received into Australia as they come off the manufacturing line. The first 3,500 units are due to arrive in the country by the 1st November, with a second and third order of units totallying another 2,500 units arriving late December and February. Again, in order to provide all brigades with equitable access to units as quickly as possible, brigades will be able to access their 8 guaranteed units in two batches. The first 3 will be dispatched immediately upon your order and payment being processed, with the remaining 5 being dispatched as soon as subsequent units arrive in the country, and dispatched in the order that orders/payment are received. Group units will be dispatched upon order and payment being processed.

It will be left to the discretion of your brigade/group to determine how the digital scanners will be distributed amongst members, and the brigade/group may determine to purchase the subsidized units from brigade/group funds or request individual members to reimburse the brigade/group for their scanner. During the subsidization program, orders will only be accepted from brigades and groups. As soon as the subsidization program is finished (expected early 2016) scanners will be available for purchase by individual members at cost price.

Payment for the first 8 scanners must accompany your brigade’s order. Cheques and money orders must be made payable to “CFA”. Payment for the first 2 group scanners must also accompany group orders..

If your brigade/group wishes to pay by direct deposit into CFA’s bank account, please indicate where shown on the order form and once your order form has been received, CFA will issue you with an invoice that will contain the direct deposit bank details for you to pay for the order. (If paying this way – you must wait for the invoice to arrive before making payment.)

CFA brigades who are still operating under their own brigade ABN and are registered for GST will need to be processed separately, and will need to wait for a Tax Invoice to be issued by CFA for the total amount payable. If you are unsure if your brigade is still operating under its own ABN, please contact the VFBV office and we can assist with your enquiries. (There are currently only 33 brigades in the state still operating under a brigade ABN – and your brigade secretary/treasurer should know.)

VFBV is providing the administrative support for the processing of orders, and as such all orders should be returned to VFBV for processing. VFBV will process and lodge all orders with CFA within 48 hours of our receiving them. Brigades will be sent an electronic confirmation of your orders lodgement.

Scanners are not endorsed for operational use, and are no replacement for an official CFA Tait portable/mobile radio. Digital scanners have no send capability, and can only listen in on communications.

Frequently Asked Questions

1. Can we order less than 8 units?
Yes. Brigades are guaranteed to have access to a minimum of 8 subsidized units put aside for them and available up until the 15th January 2016. You can order less than eight, but postage and handling will remain at $35 for any number up to 3 units, and a second postage and handling fee of $45 for any number of units between 4 and 8.


Groups can also order less than their guaranteed 2 units, but again the postage and handling fee will remain at $35 for dispatch of the guaranteed units.


2. How will we know how many subsidized units we can have above our initial allocation of 8? (Tier 2)
We won’t know how many are available until the 25th January 2016. This is to ensure all brigades have equal time to order and pay for their initial allocation. After the closing date of the 15th January – any units not taken up by brigades through the Tier 1 process, will then be made available in the Tier 2 program. We will then divide this total number of units left over by the number of brigades and groups requesting Tier 2 units, and that number will then be allocated proportionally amongst the Tier 2 orders until there are no subsidized units remaining.

On the 25th January, brigades and groups will be advised how many of their Tier 2 orders can be honoured, and payment will then be requested. Brigades and groups will have until the 1st March to pay for these units.


3. Are Tier 2 orders binding?
Yes. Even though you won’t have to pay for these units until we know how many are available, we will have to treat all Tier 2 orders as binding in order to know how many we can allocate to brigades and groups. You should assume that you will be asked to pay for every unit you indicate on the Tier 2 order form.


4. Who will own the units?
This is a brigade/group decision. If the brigade purchases the units using brigade funds, then they will be owned by the brigade/group and can be allocated at the brigade’s or group’s discretion.
Many brigades/groups are likely to request that individual members purchase the units at their own expense, in which case brigades/groups will determine how to prioritize the limited number of subsidized units available, but once the member reimburses the brigade/group for the unit cost, the device will then become the property of that individual.


5. How should we prioritize members if more than 8 members want to pay for a scanner?
This is a brigade decision. The brigade may elect to implement its own ranking system which might prioritize members based on their role within the brigade or group, and what benefit that member’s possession of a digital scanner would have on the brigade.

6. What if a member does not want to order through the brigade/group and just wants to buy one themselves?

Individual members will not have access to units at the subsidized price unless the full allocations to brigades and groups are not taken up. However, individuals will be able to purchase units at the full cost price when they become available. Individual orders will be treated the same as any Tier 3 orders and will be processed only after the end of the subsidization program, which is expected to finish early 2016. The manufacturer will not have any additional capacity until the end of the subsidization program, as it is expected that demand through the subsidization process will deplete all available stock.

Non CFA members will need to wait until the product is released at the retail level, which will be at the manufacturer’s discretion and is unlikely to be until well after CFA’s internal distribution program is completed.

7. Why can only brigades or groups order them?
This scanner has been developed specifically for CFA members and there is a limited budget for how many units can be subsidized by CFA. We are expecting demand to exceed supply, and are therefore relying on brigades and groups to be best placed to determine priority based on benefit to the overall community/brigade/group.

8. Can Headquarters and Coastguard brigades apply?
Yes. All registered CFA brigades and groups may apply. This includes registered Headquarters brigades and registered CFA Coastguard brigades.

9. Can Forest industry brigades apply?
No.

10. Why have groups been provided with a smaller number of guaranteed units?
For two main reasons. The first was to maintain parity and proportion with the units offered to brigades when considering membership/role numbers. The second reason being that groups received a priority allocation well above brigade allocations in the allocation of CFA Tait radios during CFA’s radio replacement project. On average, each group in the state received an allocation of 10 CFA Tait radios for use by group personnel.

11. Why will only 3 units be dispatched straight away?
These units are being manufactured exclusively for CFA. It currently takes 120 days from when CFA places an order, and when that unit is then available in the country. 3 units per brigade has been determined by how many are in the country and are available now, with additional units being dispatched as they come off the manufacturing line.

12. I own a small business. Can I purchase these units for re-sale?
No. These units are only available exclusively for CFA members until early 2016.
These units are likely to be offered to the public through the manufacturer’s normal wholesale and retail channels at some point in the future, but is unlikely to occur before the end of CFA’s distribution program. Any decision to offer the unit to the public will be solely at the discretion of the manufacturer.

A new digital scanner has been selected to replace existing listening sets at CFA brigades, with an order now placed with the supplier.

The Uniden UBCD436HP-ES digital scanner was selected after an exhaustive 18-month selection process.

The scanner was subjected to a thorough technical testing process before samples of the scanner were provided to VFBV representatives across the state for field trials.

After considerable consultation between the CFA Evaluation Team and the VFBV representatives, the Uniden scanner was evaluated as being the superior product offered during the tender process.

CFA has signed a contract with Preston-based Pacific Telecommunications - the Australian distributer for Uniden scanners. Uniden is gearing up for production, and delivery is planned for the end of October 2015.

CFA understands the selection process for the new digital scanners has led to frustration among some CFA members. The rigorous selection process has revealed that the selected digital scanner is the best product currently available and has features that will enable it to be used with future developments in CFA’s radios including transition to P25 Phase 2 technology.

The new digital scanner will be delivered pre-programmed with the current CFA/DELWP radio channel plan. These scanners are capable of receiving analogue and digital radio traffic and meet all of CFA’s technical requirements for a digital scanner.

CFA is working with VFBV to determine a process for equitable distribution of the scanners across all CFA brigades, along with implementing a subsidy to lessen the financial impact. Further details of the distribution and subsidy will be provided when they are finalised.

Regional Radio Dispatch Service (RRDS) update

Transition

The Regional Radio Dispatch Service (RRDS) project reached a significant milestone on Sunday 10 August 2014, with District 5 marking the final transition across regional Victoria to digital dispatch. All CFA regional brigades now have access to clearer, high quality dispatch communications. The transition to RRDS enables CFA members communication between a 24/7 CAD centre and emergency appliances in regional Victoria using enhanced coverage and better audio quality.

“This has been a major project and CFA is very pleased with the results. RRDS will make a major contribution to better emergency management as well as the safety of our members and the wider community,” said CFA Deputy Chief Officer Joe Buffone.

“RRDS solves many radio ‘black spot’ issues,” Mr Buffone said.

“RRDS ushers in a new generation of high-quality digital dispatch capability across the state. It’s the sort of service already enjoyed by Victoria Police, MFB, Ambulance Victoria and our brigades in metropolitan Melbourne.”

 

Reflash 2

Following the transition to CFA’s new digital radio network, the Radio Reflash 2 team has once again commenced scheduling brigade visits to upgrade software in CFA Tait radios.

All CFA Tait radios must be updated with new software enhancements, enabling additional radio features which are available through the digital network.

Radios across the state will be upgraded with new software, delivering additional functionality, including a 6 digit grid reference display.

When operating within regional districts, additional functionality will also allow for:

  • Resource tracking - this feature allows IMTs to track appliance movements whilst on a dispatch talkgroup
  • Trunk RMR network site name display – shown when the PPT is pressed

 

End User Observation Reports

RRDS team members have performed extensive field testing of the regional radio dispatch service and, in collaboration with members, conducted confidence trials across the state.

We are currently in the warranty phase, and members are reminded to inform us of unexpected coverage issues through the use of the end-user observation reports (Docs, Forms, Manuals > Fire & Emergencies > Communications > Regional Radio Dispatch Service). These observation reports are an important tool for capturing feedback relating to black spots, echoes or delays in transmission, difficulties receiving or transmitting to ESTA VicFire and/or other appliances and any other coverage issues.

End-user observation forms are currently available for download on CFA online, via a link from the communications page. Instructions on where to send the form are available on the bottom of the form.

The RRDS team is developing an online version of the observation report. Members will receive communication once this has been finalised.

To assist with maintaining the learning from RRDS, we have provided each brigade with the following:

  • Complete Learning Package & Materials DVD

A DVD containing all materials of the Regional Radio Dispatch Service’s learning program. Brigades may have already received some of this material as part of their RRDS trainer kit however this disc contains the full catalogue of the learning package to assist with ongoing training and skills maintenance.

  • CFA District Dispatch Talkgroups/Channels Map

The map and associated table below ensure all brigades and members will have access to one complete visual list of digital talkgroups, as well as current and previous analogue channels for each district.

The dispatch radio procedures sticker is designed to be applied to the dashboard of brigade appliances, support vehicles, big fills and FCVs. This is to replace the current “wordback table” sticker.

Digital Listening Sets/Scanners Update

CFA’s change to digital radio dispatch channels is set to begin on 8 December in District 12, the first CFA District to migrate to the new digital frequencies on CFA Tait Radios.

The change will roll out District by District, with radio traffic still available on existing analogue radio frequencies for a period of time while the change to digital radio is bedded in.

VFBV has important advice for everyone using a listening set or scanner to monitor local Brigade activity;

  • Don’t dispose of your existing analogue set – analogue radio frequencies will still be used for incident management channels for the foreseeable future, even after regional dispatch goes digital
  • CFA will make regional dispatch available online, which means your computer, tablet or smart phone could monitor sufficient radio traffic to know when Brigades are called out or returning from calls.
  • CFA is now looking at digital scanners/listening sets, with the intention of partnering with a vendor(s) to select digital sets that will be available for members to purchase at a competitive price – VFBV representatives are on the working party that will assess the machines’ suitability

The project was built into CFA’s Regional Radio Dispatch Project after VFBV’s 2010 Scanner and Listening Set Stocktake confirmed that there were thousands of sets being used by Brigades, volunteers and their families to monitor the movement of appliances and the escalation of jobs in their local area.   For operational volunteers, their scanner provided a way of predicting when their own pager might light up, and for family members, the listening set offered a way of providing support or just keeping tabs on how things were going for a volunteer in the field.

Well done to all Brigades that responded to the stocktake, which gave VFBV solid facts and figures to back what had been common volunteer wisdom up until that point, and well done to CFA Headquarters staff and in particular the Regional Radio Dispatch Project and CFA Technology Services Teams for working with VFBV and Brigades to provide flexible options that will help keep volunteers, Brigades and communities in touch with their crews in the field.

Digital radio promises more range, sensitivity and voice quality in radio communications and dedicated dispatch channels for each CFA District.

With Telstra contracted to build the new Regional Radio Dispatch network, the infrastructure build program is well advanced and once District 12 migrates across, a schedule for all CFA districts will cascade in quick succession.
