Operations Bulletin 001/2012: Management Of Heat Stress During Operational Incidents
Heat stress has been noted as one of the top three leading causes of injury during bush fire suppression. It is also becoming an increased mechanism of injury during structural fire fighting.
Personal Protective Clothing (PPC) provides considerable protection from the external environment during fire suppression. However, PPC restricts the ability to dissipate body heat by the sweating process.
The below Bulletin provides information relating to the Management of Heat Stress during all Operational Incidents.

Station Siren Policy - Proposed Changes

Emergency Management(fire) Coordinator Positions - Mav

As a consequence of the Black Saturday bushfires and subsequent 2009 Victorian Bushfires Royal Commission (VBRC), the Municipal Association of Victoria (MAV) was successful in advocating for significant additional resources to assist councils to meet their statutory obligations; deliver on VBRC recommendations and to improve their capacity to perform their various roles and functions relating to fire in the context of emergency management.
A number of councils have been funded to employ an additional resource. Emergency Management (Fire) Coordinators will be employed directly by one of the participating councils and will work with existing staff and a broad range of external groups. The primary focus will be to assist participating councils meet and implement statutory obligations and to deliver upon VBRC recommendations.

Important Information Concerning The Acting Chief Officers Recent Letter
The Acting Chief Officer’s letter sent out on CFA CONNECT has caused a flurry of comments and questions to the VFBV Office through both emails and phone calls.
Many members have expressed their surprise and disappointment as to its content, particularly the sections dealing with additional career firefighters and consultation with VFBV over the recently finalised industrial deal between CFA and the UFU.

Concept Uniform Recommendation Endorsed
The VFBV /CFA Uniform Working Party, is a special working party established in 2008 to consult on the development of a recommendation to CFA for the provision of a uniform for all CFA members. Ultimately the decision on the future uniform rests with the CFA.

How Many People Really Know What CFA Volunteers Do And How We Do It?
For community members who grew up in a CFA family or have friends or workmates in CFA, there is a good chance they may know a fair bit. Bushfires Royal Commission Report
The Commission handed down its Interim Report on 17 August 2009. The Report included 51 recommendations all of which have been accepted by the Government. Prior to the release of the Report, the Premier had announced a number of initiatives aimed at addressing many of the matters that were anticipated to arise from the Report. These initiatives now form the basis of actions to address the Report’s recommendations.

Minister Announces Launch Of New Csesp Round
NEW GRANTS TO SUPPORT EMERGENCY SERVICE GROUPS
Police and Emergency Services Minister Bob Cameron today announced applications are now open for this year’s $3.76 million round of the Community Safety Emergency Support Program (CSESP) and urged local emergency services groups to apply.
The CSESP grants program is open to all CFA brigades, VICSES Units, Life Saving Victoria Clubs, Australian Volunteer Coastguard (AVCG) flotillas and Community Emergency Response Teams (CERT) teams.

Ufu / CFA Board Of Reference Future Staffing Decision
Members will have heard or read about the above matter and its troubling consequences for volunteers and the statutory operational management of the CFA.
VFBV is extremely concerned over this matter and disappointed that CFA seems to have inappropriately and in contravention of their duties and obligations under the CFA Act surrendered operational control decisions to an external industrial relations panel. We note the Chief Officer actively opposed a majority of the Board of Reference/Disputes Board staffing decisions but was overridden.

CFA is pleased to announce that a volunteer affiliate – Volunteering Australia intends running a national advertising campaign to acknowledge the work of all Australian volunteers.
Volunteering Australia has secured the support of a major sponsor to conduct a national “volunteer thank you” media campaign running through to National Volunteer Week (11th to 17th May).

National Emergency Volunteer Support Fund
Advice from Emergency Management Australia has been received that due to the disruptions and high workloads associated with the Victorian fires during February into early March, the deadline for brigades and groups wishing to submit an application for a grant under this scheme has been extended to 31st March 2009.

VFBV Gold Star Award
These are available for volunteer firefighters who have provided several years support and service to the Association. The "Gold Star" Award, Ribbon Bar and Lapel Badge are available to brigades for presentation to members both current and retired, who have completed thirty (30) years service with the Country Fire Authority, whom meet the criteria specified on the Application Form.

CFA Ppc Structural Ensemble - Point Of Clarification
Members may be interested in the attached memo from CFA CEO N Bibby regarding the Structural PPC Ensembles which has been prepared by CFA to clarify confusion that may been caused by incorrect information being distributed by some people. In simple terms, CFA have advised VFBV that the Manikin Tests DID NOT demonstrate that one ensemble is safer than the other and that an assessment of the relative safety of the two ensembles requires consideration of the full suite of tests conducted as previously communicated by CFA.

The terms of CFA Board Members Peter Marke and David Gibbs are to end in early 2009, creating vacancies on the CFA Board for two positions that are nominated by the Volunteer Associations as per the CFA Act.

Another long running issue seems to have reached a conclusion based on the Chief Officer’s recent official endorsement the Class A Foam working party recommendations for a new Class A Foam – Chemguard First Class.

VFBV and the two Associations have been working with the CFA to develop a CFA uniform for all CFA volunteers. A small Working Party had been engaged on this task.

VFBV Board Vacancies - Invitation To Apply
Vacancies for a Rural Brigade Board Member and an Urban Brigade Board Member will arise in September when the terms of Tom Brodie (Rural) and Hans van Hamond (Urban) expire. Both members are eligible for re- appointment. The term of appointment will be for three years and applications are invited from interested rural and urban volunteers to be considered for these vacancies.

Unified Body Update: VFBV Position Paper And Constitution
Both Volunteer Associations have agreed to the VFBV Position Paper and proposed Constitution being forwarded to all brigades and Regional Councils. The aim of the Position Paper is to give brigades and Regional Councils an understanding of the proposed structure which will operate upon the merging of the VUFBA and the VRFBA into the one Association (VFBV).

New Structural Ppc Update
Volunteers will be aware that late last year, following an extensive process, CFA Board made a decision to offer all CFA structural firefighters a choice of either a Nomex 3D and PBI Gold as an outer PPC shell. Both options will have an inner layer Gore Airlocker moisture barrier.

40 Km Speed Limit Restriction On Drivers Passing Emergency Service Vehicles.
In late 2000 early 2001 as a result of approaches from a number of Regional Councils the volunteer Associations approached CFA regarding concerns for the safety of emergency service workers operating on the Hume Freeway and other major highways across the State.
