VFBV Represented At Nsw Rfsa Conference In Canberra

The 2010 NSW Rural Fire Service Association Conference this year is being held in Canberra on the weekend of June 19 & 20.

VFBV is represented by President Gary Lyttle AFSM and Executive Officer Allan Monti.

The theme for this year's conference is: 'Our Members, Our Community, Our Service'

RFSA Conference 2010 is Australia's leading Conference for anyone with an interest in practical bushfire fighting issues, covering hazard reduction, communications, community relations, the fireline technology, recovery and volunteer issues. It is the year's outstanding opportunity for information sharing between volunteer firefighters, staff from volunteer firefighting agencies, public servants with an interest in emergency services management, local emergency managers and academics with a special interest in practical bushfire firefighting.

VFBV State Council is looming on Sunday 11th April at Fiskville and Regional Council Executive Teams are encouraged to forward items and correspondence to the VFBV office prior to Friday 19th March to allow the State Council Executive Committee to review the matters to be addressed.

DEADLINE FOR SUBMISSIONS: DRIVER TRAINING & ENDORSEMENT FEEDBACK

Just a reminder to all that the deadline for submissions on the CFA’s Driving and Endorsement Strategy Discussion document is due to our office by the end of February. Our Reference Team will convene to consider all feedback and develop a VFBV response. State Council will endorse the VFBV response to this important consultation at its April meeting.

Fire Service Funding Green Paper Released

FIRE SERVICES LEVY FUNDING BEING EXAMINED
The Victorian Government has announced a review of the controversial fire services levy. The review will determine if the current funding model is the most appropriate and consider whether all insured property owners should pay the same levy.
Funding for the State's fire services comes from three sources, the State Budget, local councils and from the insurance industry through the fire services levy. The levy funds a third of the cost of Victoria's fire brigades and is passed on to Government by insurers.
Property owners in high risk bushfire areas pay a higher fee.
The issue of future fire service funding will be examined by the Bushfires Royal Commission in 2010 and VFBV intends to make representations on behalf of CFA volunteers. A number of reports are underway at state and federal levels, the first published being the Parliamentary Green Paper –‘ Fire Services and the Uninsured’ produced by the Department of Treasurer and Finance.
 

VFBV would welcome written submissions by individuals, brigades or groups to assist in forming a representative view in preparing our position.

Foundation VFBV Leadership Scholarships Launched

FOUNDATION VFBV LEADERSHIP SCHOLARSHIPS LAUNCHED
VFBV President Gary Lyttle AFSM announced at the October Board meeting the establishment of annual Leadership Scholarships targeting volunteer and association leaders.

With funds made available from the Victorian Racing Club and Sheik Mohammed following the February fires, VFBV established the VFBV Promotion and Development Fund to make programs such as this scholarship possible. 

 

2009 VFBV OPEN SPACE SUMMIT

The Inaugural VFBV Open Space Summit will provide an opportunity for volunteers to share their vision for the future of volunteer fire brigades in Victoria and explore their readiness to enhance their leadership skills and accept challenges as Association and Brigade Future Leaders.

0945 till 1500 hours ( lunch provided )

‘Designing the Volunteer Brigades of 2015 -An open discussion for CFA Volunteers’
How can we define, design and take responsibility for the volunteer fire brigades of 2015 in Victoria? What do we need and what must we do, to make this happen?

We are limiting numbers to this event to 100 people, these participants will be given the opportunity to assess their motivation to apply for one of the Inaugural VFBV Future Generation Leadership Scholarships ( 25 offered in 2010 ).
These scholarships will provide the successful applicants with facilitated learning, mentoring and course work support towards the awarding of a Certificate IV in Frontline Management, a highly regarded national leadership qualification that will deliver tangible benefits to any recipient in both their fire brigade and professional careers.
Ideally, candidates should aspire to leadership roles, or are already leading at brigade or association level and wish to enhance their knowledge and skills. Funding available from the VFBV Volunteer Promotion and Development Fund has made this program become a reality, and the opportunity for more scholarships via this program will be offered each year.

This is no ‘Certificate from a Corn Flakes packet’ program, and participants will be expected to attend facilitated lectures and complete course work that will be assessed. Mentoring and support are key features of this program, and participants will have access to on line, telephone and face to face support. Functionally, the framework that supports the coursework for this Certificate program will have a fire service flavour.

2009 Australasian Firefighter Championships

The 2009 Australasian Firefighter Championships are to be held  in Rotorua New Zealand on the weekend of 17th and 18th October.

7 Victorian teams will compete in the 2009 Australasian Firefighter Championships including Echuca, Swan Hill, Ocean Grove, Dandenong, Melton, Lakes Entrance and a MFESB team along with a loud and enthusiastic band of supporters, families and VFBV officials will represent Victoria in an all comers challenge.

History Of The Volunteer Associations Project Commences

A much anticipated project has commenced to develop a written history of the volunteer associations from their beginnings to the unification of VRFBA and VUFBA into Volunteer Fire Brigades Victoria in 2008.

VFBV has established a small Reference Team lead by VFBV Project Officer Bill Rodda to scope out the project and establish the guidelines for how the mass amounts of information will be found, sorted and catalogued prior to selection for publishing. The success of the project will hinge on wide ranging support from within our volunteer community to provide our team with articles, photographs and leads as to where to find significant information. Bill will be looking to build a support network of willing volunteers who can assist as regional facilitators / collectors.

The Project Reference Team is considering options for the safe reproduction of prized memorabilia (photos, articles etc.) managed by our Regional Facilitators.

Afsm Nominations Sought

CFA is invited to submit nominations twice yearly for the Australian Fire Service Medal.

Nominations are being sought for the 2010 Queen’s Birthday Honours list and should be received by CFA no later than Friday 27 November 2009.

Please give serious consideration to nominating a worthy fire service member you believe has given distinguished service. A copy of the guidelines can be found on the VFBV website for easy reference.

CFA Board Vacancy - Volunteer Representative

The term of Kevin Erwin as a volunteer representative of Rural Brigades on the CFA Board is due to expire on 24th March 2010. Senior members of Rural Brigades who believe they have the capacity to make a contribution to the Board of the CFA, and ensure that the interests of volunteers are maintained at the highest level of the organisation, are invited to apply for the vacancy. Kevin Erwin is eligible for re-appointment, however any registered CFA volunteer wishing to represent Rural Brigades are invited to apply.

From the applications received, and folowing interviews, VFBV will submit a panel of four names in priority order to the Minister for Police and Emergency Services, for he to select one member for appointment to the CFA Board.

Closing date for applications to be lodged with VFBV is 20th November 2009. A Role Statement can be obtained from the VFBV office or VFBV website.

VFBV State Council & Agm This Weekend

LAST CALL!

The VFBV Annual General Meeting incorporating the spring meeting of VFBV State Council  will be held this Saturday and Sunday - September 12 & 13th at the Burwood Campus of Deakin University, Burwood Highway BURWOOD.

Saturday's program commences at 1-00pm with an openeing address by CFA Chief Officer Russell Rees AFSM   followed by the delegates from around the state witnessing the 2009 VFBV Annual General Meeting and State Council business throughout the afternoon.

Sunday's program commences at 10-00am with a resumption of State Council. The Urban Competition and Rules delegates will convene at 9-00am to consider items for ratification later in the day.

Ppc Rollout - Update

Driver Training & Endorsement Strategy - Discussion & Feedback

In 2008, a discussion paper on a Driver Training and Endorsement Strategy for CFA was commissioned by the Chief Officer and Director Human Resources for the purpose of providing CFA with a comprehensive understanding of the issues and proposals associated with the complex issue of driver training and the endorsement of drivers.

As part of the discussion and feedback phase, VFBV has been asked to provide a consolidated response and seek comments and written responses to be received by 30 September 2009.  VFBV will collate and provide CFA with comprehensive feedback.

The 6th Annual State Auxiliary Conference is being held Saturday 15th August at CFA Training College, Fiskville. The Conference commences at 10.00am, with Registration and Morning Tea from 9.30am. Registration cost is $10.00 per person.
Conference to conclude at approx 5.00pm.

All Conference attendees are invited to attend the Conference Dinner being held at Fiskville's Dining Room at 6.30pm - a 3 Course Dinner with Guest Speaker for $23.60 per head. The 2009 Open Forum for all CFA brigades is being held on Saturday 20 June. VFBV encourages all brigades to send delegates to the Open Forum to receive direct feedback on the operations of VFBV, and for brigades to directly raise any other issues of interest or concern.

The Open Forum will be held at the Burwood Campus of Deakin University, Melways Map 577. Enter via Gate 1 from Burwood Highway and proceed to the multi level carpark, via carpark entrance #6 - parking on Level 3. VFBV Signs will direct delegates to Lecture Theatre No.12 in Building X. A light lunch will be served at 12.30pm, with the Open Forum to commence at 1.00pm.

The Victorian Government and the AFL invite all CFA members to attend the upcoming Western Bulldogs v North Melbourne AFL Match for free. The match will be held on Sunday 5 April 2009 at the MCG.

The AFL, together with the Western Bulldogs and North Melbourne Football Clubs, is honoring the Victorian Emergency Services and support organisations.

To gain free entry show your CFA ID or visit CFA Online (members only) to print out a copy of the invitation and present it at the emergency service marquees at gates 1 and 3 at the MCG.

Each CFA ID or copy of invitation allows access to a maximum of four people.

Victorian Governor To Open Rural State Championships

VFBV in cooperation with CFA are pleased to announce that the Victorian Governor His Excellency Professor David De Kretser A.C. will officially open the VFBV Rural State Championships to be held at Swan Hill over the weekend of April 4 and 5. Large crowds are expected to attend this important event.

Melbourne Grand Prix Showcases Emergency Services

Grand Prix Parade 29th March, 2009

The Confederation of Australian Motor Sports (CAMS) approached the CFA and other heads of agencies to invite them to participate in a Grand Prix parade of vehicles and personnel on 29th March, 2009. This parade is under the auspices of CAMS in conjunction with the Grand Prix Corporation and the F1 driver’s parade. 22 CFA tankers and representatives from the support agencies as listed below is being overseen by CFA Operations Manager Peter Baker and CAMS Senior management

The following is an overview of proceedings on the 29th March.

1. 20 CFA Vehicles (Only) with 2 reserves will travel the route outlined below.
2. Strict criteria and guidelines from CAMS have been given in regards to the number and presentation of the vehicles and number of personnel (3 each vehicle)
3. These vehicles must adhere to these guidelines due to the ‘track standards’ the timing of the event and number of F1 drivers taking part in the parade
4. An avenue of honour of all invited and participating agencies (personnel in uniform) will line the ‘main straight on the track’ in recognition of the work they and their colleagues have      done during The past 2 months.
5. An estimated 3000 representatives of these agencies have been given the opportunity to attend the Grand Prix over its 4 day duration – including more than 1000 attending race day on Sunday 29th.
6. Major Events (Victoria) provided both CFA and SES with a large number of Grand Prix tickets for distribution amongst their respective members. CFA has shared a proportion of those tickets with both DSE and MFB through their respective chief fire officers

Open Forum Rescheduled

A decision has been taken by the VFBV Board to reschedule the OPEN FORUM originally to be held on Saturday 28th March until a more opportune time when we can all catch our breath and move beyond the immediate fire danger period.

The OPEN FORUM will now be held on SATURDAY 20th JUNE at the Burwood Campus of DEAKIN UNIVERSITY.

Commencing with a light lunch at 1230 hours and held in Lecture Theatre 12, the forum is timed to commence at 1300 hours.

One Service Award

The roll out of the new 'One Service Award' for all CFA members is about to commence with stocks received at the State Logistics Centre in Knoxfield.  A delay in the distribution was inevitable due to the high demands put on the State Logistics Centre during the recent fire emergencies, with the centre focusing on logistical support for CFA's operational effort.

Regional Offices will commence the process of ordering stocks for distribution to Brigades within the next 10 days, and awards should be available for presentation soon after.

Firefighter Benefit Concert

The fifth annual The Basin Music Festival is kicking off in 2009 with a free Firefighters Benefit Concert in the park tonight, 20 March from 6pm. With non-stop entertainment running to 11pm and a brilliant outdoor setting, this will be a great night for all the family.
Donations will be collected throughout the evening with every cent going to the VFBV Black Saturday Volunteer Recovery Fund.
Bring a blanket or low seat and make it a picnic. Some food available on site and much more nearby with responsible drinking allowed and a good bottle shop almost on site. An evening in our Triangle Park is always an experience.
Located on the corner of Mountain Highway and Forest Road, The Basin – Melway 65 G7. Park off Church Street behind the concert. (NOT IN STREET).
If you can’t make tonight, the free outdoor stage will be dedicated to the cause all weekend with periodic collections.

Somerville Fundraiser

Here is the chance for all members of the CFA to Unite and help those CFA members who are in their hour of need..

"The pager has gone off to say" " Alert, Code 1 help your fellow fire fighter" so now is the time for all members to say we’re thinking of you especially to those members who suffered at the hands of Black Saturday.

To raise money The Somerville CFA has had manufactured 20,000 Sunglass head straps and 10,000 wrist bands in an effort to raise money needed to help our fellow fire fighters who suffered significant losses on Black Saturday. All the money received will go to the VFBV as a single donation and the VFBV will administer the distribution of monies via theBlack Saturday Recovery fund board of directors. This board incurs no cost.

Wristbands are $2, and Sunglass Headstraps are $5, all Ex GST.
